The chain wheel, fork crown, and dropouts ID it as a Ross (Chain Bike Corp). Late 50's early 60's.
It's way cool just like it is, but the forks have a slight backward bend, a common thing on older bikes, especially the boy's bikes. It'll ride just like it is with no problem.
The chrome may shine up nicely with some fine steel wool and WD40.
With original paint, I'll agree a cleanup will be the best way to go. Then clear coat the patina to preserve the pin stripes. Or linseed oil for a shiny old look.
It may not take the wide 26 x 2.125 tires, but 26 x 1.75 should be the correct size it came with new.
