Just got back from the LBS my bud owns, Ordered up the following: 1 1/8 - 1" head set reducer cups 1" threaded headset 22.2-28.6 quill- clamp on thing (so I can use my piston stem) Should all work out in the end!! I'll post updates

I also thinking I could just get or make a replacement steering tube

Because the cups just take up the negative space, o u still need to put a head set in As far as I know
