1930s? Emblem Motobike

[Bri-in-RI]

Picked this up from a picker friend who Ive bought a few from in the past. All I know at this point is that its an Emblem "Speedwell" and Im guessing early 30s? Any info would be greatly appreciated and for full disclosure I have no plans to keep this so all info would be used to pass off fairly to a perspective new owner or owners. Thanks in advance!

That rack looks just like the one on the Hercules I just found.
