50s boy's Higgins?

I recently acquired this boy's bicycle with 20 inch wheels. It appears to be all original, but I really haven't been able to find any info on it. My best guess is an early 50s J.C. Higgins. I was wondering if anybody knew anything more about it or what its value could be?

I know the fork is backwards . But cool little bike . Hard to believe the training wheels are still on it .
