I'm looking into buying rims for my Phat cruiser in the near future. What is the actual width of 24x1.75 or the 24x2.125? Are they actually measured as stated?

It seems that their sized by the tire that they are intended for. You wouldn't measure anything on the rim that was actually 24" in diameter or 1.75" wide. In my experience, rims labeled 1.75", for example, can lead to various different actual rim widths. The sizing convention of bicycle wheels/rims/tires is not particularly logical and confused the heck out of me when I first started playing with this stuff.
 
If the rim has a millimeter measurement (ex:39mm) that is a bead-to-bead measurement. Inch measurements are more about the tire that will fit, as stated above.
