There's spraypaint for rearlights that is transparent. :) Comes in a few colours, red, blue, green and black I think...and maybe yellow, not sure. I'll look it up and see if I can post a link...

Duplicor makes a translucent paint too. Works well over chrome(if prepped right, or over a metallic siler, giving it an anodized aluminum look. They reccomend it over a bare metal, or metalic base, and I can't remember what it's called for sure, but I got mine at schucks(kragens)... I used it both ways... over bare metal and over a metallic base...
 
Ive used that on chrome BRIG. Seems to flake and scratch very easily. I used it on chrome with the BLUESY build and it nearly peels off with a fingernail? Do you think on bare metal is would be better though?
 
I haven't had a problem. I thought it was fairly delicate on chrome myself... Like the chrome needed roughed up first, but then you lost the shiny chrome look... But it seems to work on metal for my neice's trike...
 
Ell, I was gonna say by the headtube, but that was before I looked at the pics. It looks way sharp by the seat, and fits AMAZINGLY well. I vote towards the back...
