Axle too big for dropouts

I'm putting a new front wheel on a Murray Moterey and the darn thing doesn't fit. The axle for the new wheel seems too large. Are there any solutions? I have the old wheel, can I swap out the axle? Do I need to grind? Before I get my dremel out, I recon I better check with the experts.
 
I grind flat spots on the axles... Any axle can be replaced for about $3, while any fork I have is worth much, much more.
 
grinded the drops on the fork for the 3/8 to fit..
don't like the tiny front axles anyway, but thats my prefence..
