How can I fix this? I had a frame fall from a hanger. It landed on the lower head tube and is slightly bent as you can hopefully see below.

Poke around the plumbing or hardware stores and see if you can't find some sort of pipe reducer or other cone-shaped object. You could then either drive or press that item into the headtube until the offending dent is removed. The cone shape would make it self-centering...just don't overdo it and split the tube. I think there are actual tools for performing this task, but they're expensive. This is my poor man's solution.

Perhaps something similar to this clutch alignment tool?

I would find a 1" or 3/4"piece of pipe and lay the end over the inside of the bend and tap the pipe with a hammer until it came out.
It may help to heat up the area with a propane torch before you start doing this.
