BF Goodrich Whizzer?

Here's a bike a friend of mine found. Pretty sure it's a Whizzer kit? bike? The serial number is under the crank and is a puzzling "1629"
Has BF Goodrich headbadge.

Holy cow! This is the best one yet... the heavy duty spokes, highly unusual brake strap configuration, fender ornament and rails(?) would lead me to believe it's a whizzer for sure, but I'm not an expert either. The frame also seems to have unique construction to it... the lower rear stays seems unusually long out of the BB, the ears on the dropouts are odd, and the upper rear cross member also seems very wide...

Where's the license from? (on the seat tube). Looks like a Whizzer to me, though I'm no expert. Certainly a great deal at $50!
