Bicycle License Tag ID?? Motorcycle??

Hey picked these up the other day at a garage sale.

The top one looks like most bicycle tags I have seen, but for what area??

The bottom one is smaller and I am not sure what it is? MC stand for Motorcycle??

Any help is appreciated guys & gals!!

Top one is bicycle for sure. Maybe philly? Second does look mc but may also be a car tag from somewhere with those letters

maybe it was on a company bicycle? like an id for it. i have a plate that is specifically for a park near us, a friend of mine said they used to rent bikes there and thats what the tag is from
