This applies to non residents or not? New Jersey is huge for bikes coming across the George Washington Bridge from NYC. If roadies aren't doing laps around Central Park they ride over to NJ up Route 9 to Nyack. It's a nice 70 mile round trip from the city. A council member from Queens was bringing this up recently too. Doubt it will happen in NYC.
A bike license is redundant. If I get pulled over by a cop, I have to show ID. If I get a ticket I either go to traffic court, yellow ticket or regular court, pink ticket. If I don't have ID they either let me walk cause they are lazy or take me to jail. Bikes not having plates doesn't really prevent cops from enforcing bike laws. Maybe it helps deter bike theft though.
