Nice looking bike! Try spraying some WD-40 down the inside of the neck so it can get behind the cups and let it sit. I like to use a brass rod also to bang em out. It won't dent the cups as badly so they go back in easier. WD-40 and fine bronze wool is my chrome cleaning technique. Good luck.
