Any thoughts on how best to cut standard drop handlebars into those nifty bull horn handle bars all the kids have on their fixies? What about mounting brakes? I'd like an upright riding position but I still like stopping
 
measure where you want to cut them and have at it with your weapon of choice.
 
I'd cut them a little longer cause whenever people cut a set of dropbars to make bullhorns they always look really stubby and weird. For the price of real bullhorns I'd save the drops since you can get them for usually under 20 bucks. As for the brake lever issue. If you have the matching brake levers from the dropbars then you mount them at the end in the normal position. Otherwise you can just mount a normal brake lever near the stem/gooseneck.
