Can I replace spacers for bushings?

Anyone know if I can cut 1" I.D. bushings and slide them over a 1" steerer or will it be too tight? I'm trying to place it under the frame.

I think you could be able to with a little finagling, but getting the crown race set & in place may be a hurdle you would have to overcome, possibly...
I'm no expert, just what I was thinking if I was trying to do that.

Thanks. The 3G linkage website states that spacers will be required on top and bottom which I found odd. But my worries are more around the 1 to 1 fit. I'd hate to have to hollow the bushing out since it's nice and smooth inside. Would 1 and a quarter I.D. be as loose as commercial spacers?
 
Are you sure that is a 1" steertube?
I thought the imperial springers were 1-1/8"

Very cool. I'm working on a very similar project and am getting ready to cut new plates to convert to an over/under spring set up also.

1st mock-up with short chopper forks.
