I agree. I know the later Walds had a big flat spot on them but the ones I'm used to seeing on the Hawthornes had bigger ribs to them. I would guess it's an early universal guard myself.
Usually, the aftermarket guards have extra holes for adjusting the brackets for different frames. I know I've seen that one before, but on what, I don't remember!!! -Adam

I can't post pictures on this site. But it looks dangerously close to the chainguard on a prewar Huffman Dixie Flyer that's currently on CL. I also found another Dixie Flyer with this chainguard on the CABE, but neither one of these bikes are original paint, so I can't say for sure. http://portland.craigslist.org/clc/bik/4401144505.html
