Got an aluminum seat post out of my bike that been stuck since the 90's. Wanted to clean up the inside of the seat tube.
This is a fiberglass rod tent pole, but I've seen these fiberglass rods at home depot for driveway reflectors. I clamped it in the vice and split it about 2 inches up with a razor knife.
Emory cloth would be best, didn't have any, so I used drywall screen and sandpaper, put it in the drill and wind the paper enough to fit in the seat tube and spin it up.
Can also use a rag in this to apply grease all the way thru the tube.
