so i bent the rear back in so that the wheel would fit right. The drop outs on this frame are horrible so im making new ones. So figured why not lower the rear a little at the same time.

Here is a crazy idea. While you have the seat tube removed. Get an aluminum baseball bat and sleeve the new seat tube with it.
EDIT::: OOPS. Scratch that and continue on with your wicked curved tube.
