I take it one rim will be a pulley and the other for the tire. If you would have clearance on the pulley rim drill both rims for screws to bolt them together use pan head screws inserted from the tire rim side and a nylock nut on the pulley rim side. If you use a drop center rim for pulley and the belt just runs in the drop center it might be enough clearance. On the tire rim you would have to make sure the screw heads don't prevent the tire from seating. It would require a little experimenting. If its just for a wider rim the screws will be in the center so will not interfere with tire mounting.
 
It's basically just drilling the two of them and bolting them together. Put your spare rim up against the drive wheel, line them up as close as possible then use some vice grips to lock them together. After that, center punch the inside of one rim all the way around about one to 1 1/4 inches apart. No more than that or you'll have problems with the two rims separating later. Drill your center punches out. When you drill, you won't be able to drill straight across due to the outer rim lip. Just try to drill at the least amount of angle as possible. After that, mark the rims with a marker so you know how to put them back together the way you drilled them. Run a bead of epoxy or RTV silicone around the mating surfaces then bolt them together. You may have to take a grinder and trim off any excess screw flush with the nuts. Last and most important! Use some good electric tape and cover the center two halves and all the nut/screw heads. Or you'll get about 5 miles and blow your tubes! Speaking of which, you'll have to run 2 tubes. Run the valve stems 180 degrees opposite of each other to keep the wheel balance.

This is SO DOPE! So you don't have to run spokes to the "spare wheel"?
