You would have to make up inserts that would be shaped to fit the dropouts and the tensioner. If the bolts are long enough to reach.
They would be held in by tightening the tensioners unless they were welded onto the dropouts. Maybe epoxy to attach them.
They are great for adjusting wheel alignment and chain tension - if not a bit fiddly.
They slot into the dropout and engage the frame without fouling the freewheel - unless it's mega close.
Con:
They are lightweight. M4 bolts with a 7mm locknut. I'm OK with them on the Bullseye axles here because they can be nipped up real tight.
Potential stressed - not sure - keep an eye on them. I'd use traditional style with spacers in normal applications (But I don't have your zany dropouts.)
Don't look as good as traditional - but see point 2.
