The basic answer is no.
Sears sold bikes badged as Elgin through 1946. These bikes were produced for Sears predominantly by Westfield and Murray. Neither of these companies produced a springer prior to WW2. To make up for this shortcoming, upper line Sears bikes were equipped with the Stewart Warner Floating front hub in 1941 and perhaps late 1940.
While probably 99.9% of all prewar balloon tire Elgins were sourced from Westfield or Murray, occasionally an Elgin badged bike turns up that was sourced from elsewhere. Snyder is known to have produced some moto-balloon models in about 1935 and a couple of later mystery frames have come to light. None of these were springers or models that would have been springer equipped but it does leave the slim possibility that Sears may have put their name on a bike produced by someone with a factory sprung front end.
