handle bar and fork HELP

I just put my road bike project back together and I got to the fork and handle bar assembly but I put in the bolt that goes down into the fork and it keeps spinning? Did I loose something? Any help? Thank you

If this is a threaded headset, the wedge probably dropped into the fork. You can usually tap it out from the bottom with a screwdriver or dowel and then thread it a few turns onto the bolt that passes through the stem.
