help me find out the year of my ELGIN

the serial number is se 10003 under the bottom bracket having it sand blasted and what colot should i paint it

elgin long tank, looks about a 1940 or 41

I'd see if the original paint is under there and in decent shape. But bare metal might be a good look, with a few coats of clear.
