help with frame ID&date of higgins?

Have had this frame in storage for a while needs some repair but don't know the year or make! #A045688 on seat tube about half way down.

Nick. Thanks for the info. trying to figure out what the chain guard might look like hopefully that might help iv looked at a lot of photos but still not shure.
