I dont know if this helps but raleighron from musclebikeforums.com sells i think great candy paints in cans on ebay for a few dollars, check with him and see what he can do for you. 8)
 
I don't do it myself due to the cost, but for quality and duribility you cannot miss with powder coating. Most powder coaters have hundreds of colors in all finishes- metallic, candy, gloss, flat, even clears. Around here it runs about $100 for a frame and forks. I will eventually have one done when the right project comes along.

I am a rattle can guy. I have to give my backing to Duplicolor paints. Lots of colors are available. The Metal Specs line has to be one of my favorites. And from what I have seen their color shifting rattle bombs do an awesome job as well. See the color shifting on Schweetcruiser's build off bike here- viewtopic.php?f=50&t=26198

And that's all I have to say about that.
 
My local auto paint store (as in they specialise specifically in auto paint) will custom mix paint up for you in a spraycan, pretty much whatever you want. What I've done in the past is go to the hardware store and pick a colour card, take it in and they'll colour match it, comes out great and you know the quality/durability of the paint is top notch.

Bear in mind with metallics and metalflakes you'll want to constantly keep agitating the can as the flake sinks to the bottom.

Another trick the local model car shop taught me was to place the can in a warm water bath in the sink before painting, because when the paint is warmer it flows better. Same kind of warmth you'd have doing the dishes, not boiling hot :wink:

In answer to the title, a guy who left a stash of bike junk behind my house, :roll: also left rattle cans of black primer and matte black on the shelf in my tool closet. 8) Coincidentally, the perfect (lack of) color for a rat rod bike. :mrgreen:
