I need Bike ID and Year - Hawthorne? 30's?

Hard to tell from one tiny picture but looks late 30s or could be up to the early 40s. It has the CWC chainring so I'd guess it was originally badged a Roadmaster.
 
I agree with Jason, its most likely made by Cleveland welding company, I would like to see a nicer picture of the front for though it could possibly be a manton-smith.

Seeing the better photos, the frame is indeed a CWC built product, but it has a fork from a Manton & Smith. Honestly, if you wanted to make a riding project, you may be best off buying a different fork as the one you have is incorrect and more valuable than the rest of the bike. Nothing to retire on, but a great piece.
 
Thanks for the help! Here's some info that might help pin point this bike:
Serial reads on bottom of crank case: C65992 and a 13 away from it at a 90degree angle.
Rear Hub is a Morrow with Stampings of: 36 13
There is some kind of bracket under the lower down bar underneath.

There should be a letter and number below all of the writing on the hub. Something like a A 4, B 3, C2. A would be 1931, B 1932, C 1933 etc...
The number after the letter is the quarter of the year in whitch it was made. So A4 would be the last quarter (oct,nov,dec) in 1931.
Someone will correct me if I am wrong, btu that is how the system was explained to me.
