non threaded clamp on a threaded stem

I don' t think it would be safe. You would be much better off using the adapter.

While this may work especially on a cruiser, it does not seam ideal. The stem would not have full clamping force because of the threads. The threads could be damaged if you would like to use the fork in the intended way at a later date.

I did find somebody who had Sheldon Brown about this.

Okay, admittedly, I was still a skeptic, so I emailed Sheldon Brown: Here's his answer:

There is some concern that the steerer would be weakened by the
threads acting as a stress riser where stem is installed. Normally there are no major bending loads on the threaded portion of the steerer.

I was doing this for a while myself on one of my own bikes, never failed but made me nervous. I certainly wouldn't do it on a customer's bike.

the reason why I was asking is because I have a y-frame dual suspension mt bike. I was thinking of using a bmx style clamp and run some low-rise mt bike handle bars. I want to turn it into a single speed "urban assault" bike. I want to keep the forks and brakes because these are about the best brakes I've ever seen on a bike. I figured the clamp and bars would give it a more aggressive look. I plan to paint it black, with green and a white pin stripe.
