Looks like a 1930s CWC to me. I can't see the fenders to deduct whether they are peaked or not. If they are not it could be a 36' or 37'. If they are peaked I'd say 38' 39' or 40'. The sprocket looks correct for that period (it's not a Monark), it appears to have built in drop stand ears, the chain guard is aftermarket and with the straight down tube it would definitely be in that time period. See what someone else thinks.

I was thinking about the same . That chainguard is 8)
