I cannot figure out these decals. If my memory is correct ( and it often isn’t) I bought these from velocals.com before they shut down. They sent me an extra pair. The first pair I used in the Sidewinder and I honestly don’t remember how I applied them.

I checked velocals on the way back machine and the instructions don’t seem to be for this type of decal.

How do you apply these?

They don’t appear to be water slide as each letter is its own decal.

When I pull the paper backing off, the decals stick to the vinyl. But if I applied them like that they would be backwards and the color would be on the underside.

How do you install these???

I'll through out a guess here. Since they're old the adhesive that should hold on the bike frame has them stuck to the clear part that should pull away.

I would carefully press back on the front paper backing. Then bend back the clear backing. Using a finger nail or suitable tool start pushing the top of each letter back onto the white backing.

The red band kickback is an earlier model. Improvements were made for the blue and yellow models. Blue is overdrive, red and yellow are under drive and direct. Red 1960-64, yellow and blue 1964 on.
Lots of resistance. I have all three models. Rebuilt doesn’t help. They don’t coast well and they’re very heavy. I still like them.

Try to remove the transparent foil like you did with the white tape on the last pic. Slowly and in a steep angle. The decals should stick on the white transfer tape. If it's older you should use newer tape. If you don't have any transfer tape you can also use masking tape.
 
Thanks!!! I will try masking tape. Do you think blue painters tape will work?

Also and other advice for an old decal? Should I do a wet transfer and spray the decal and fork with water and a bit of dish detergent?

If it is easy to remove the blue one should work.

I would not try a wet transfer but maybe there are some guys here with more experience with old decals.
For me it always worked with a smooth, clean and fat free surface even with the oldest stickers and decals I had.
 
The top transfer film is low tack so it probably lost even more over time. The poly backer is less forgiving. Especially when the decal material and the backer have been off gassing for some time

You can try warming the backside and see if it allows you to ease them off
