Looks like a 1956 Schwinn Vette. According to the date it was manufactured on 6/27/1956. I dont know if the wheels belong to it but i believe it is a 2 speed kickback manufactured by Morrow. Any idea what these are with both frame and wheels? I'm not going to do anything with them. LIKE EVERYONE ELSE !!! I HAVE WAY TO MANY PROJECTS !!!

Looks like someone put some kind of rubber paint on the inside of the rim.

I believe you have a Bendix Kickback hub with a Morrow Brake Arm attached.I don't really remember from back in the day if Morrow Brake Arms fit Bendix or it could have been modified? I used to know more about this kind of stuff before my Temporary retirement from the hobby.
 
Very cool. I bought a 55 that was in a fire down the road from me. I got it back to rideable and it is just great. If I had the means I would love to have another but my room is getting cluttered with bikes. A 1965 columbia and a 55 and 61 schwinn. I also believe that the corvettes came with sturmey archer 3 speed rear hubs.
 
Those are the middleweight wheels like you need but wrong finish on the wheels. A Corvette would have had chrome S-7 rims. The yellow band hub was made between '64 and '70 so that's probably the date of your wheels too. They'll work fine but chrome would be nicer. Gary
