Seized steering neck

I have a 1940 CCM, trying to get the steering neck out.
I have given the loose bolt a really good whack, I can hear the nut moving around freely in the stem when I move the bars.
But absolutely no luck on it moving an inch.

I could be mistaken, but it really looks like it's seized to the threads on the forks.

Any suggestions before I pull out the hacksaw?
 
I always go across my street to the storm drain, slide the forks in the slots and turn the handlebars back and forth till they are free. that same drain is one i use to bend my forks too :)
