I’m thinking of buying a Sugino Messenger fixed bike crankset (170/44) for my State Klunker. Are they good cranksets?

They're good, Sugino is one of the best manufacturers out there. But you might want to look into compatibility, I believe the Messenger is for road bikes and fixie conversion. Your chain line would be an issue.

She’s still at the shop, but they’re almost done. I have to track down a kickstand with a bit more offset to clear the wider 2.5 Maxxis tires I switched to; here’s a few pics of the bike:
