Steer Tube - Bearing Race

I need a 1" steer tube for a custom made fork and the 2 vintage forks I have now do not have the larger diameter at the base where the bearing race sits. These older forks use shims to hold the race in place, I have some 1" tube with .125 wall and a 1" die to thread it, are shims ok or do I need a steer tube with correct race diameter?
 
99% of 1" bicycle forks have either a 26.4mm or a 27.0crown race seat. The trick is to figure out which your fork takes, and buy a crown race the right size. This can be difficult if you're running a sealed/cartridge bearing headset, but is much easier for loose-ball. I recently did an order with porkchopbmx.com, and got a hand full of crown races just so i'd have both sizes on-hand. (They tend to call the 27.0mm "JIS" and the 26.4 "ISO", but I've found both sizes on older American bikes, so.... good to be prepared.

Seems like most headsets ship with the 26.4mm race, unless otherwise specified as "JIS" or "27.0"...
