This strange bike popped up for sale locally. It was just too odd to resist.

Pulled the bike out today and found a couple of things wrong. Had to replace about 6 popped spokes on the rear wheel and the seat was attached to the carriage with about 15 tie wraps. Fixed the wheel and popped a Brooks on it and took it for a ride on a typical 67 degree Savannah Winter day.

Pretty comfy upright ride, but it does feel strange having the stem so close to your chest. It's definitely the most upright riding position I have ever experienced.
I do really like the handlebars though. They may have to go into my parts stash. I am very tempted to try out some big apehangers on it for fun.
Steering is a bit odd with such a long steer tube and having your hands so close to you when steering.
The bike is sized just a little small for me though. It felt like the seat should be about 5" back
 
Definitely a strange looker, but one that appears comfortable from your last photo.

Other than style, can you think of a benefit to the high peaked handlebars? That would be painful bike to header on.

Swapped out the bars and the saddle and took it for one last ride.
It's actually a much more comfy ride with the softer saddle and the bars just a little farther forward.
This one is about to go on the chopping block.
