I recently picked up this SE Rip Style, swapped out the beach bars for a bmx bar and stem combo, and gave it a test.

So I tore it apart and had the frame and fork powdered in bright orange.

Agree, Tape it up before cutting the head tube. If you have access to a band saw will burn it less than a cutoff wheel. You can minimize the damage to the paint that way. I've had some success in trimming head tubes down this way to fit a shorter steer tube. As Matti said. Good luck, I hope it works as you plan it.
 
Full mock up. Using a 26"rear wheel borrowed from another bike. Front is an old school 27.5 araya rim I laced to a Sachs drum hub, and running a 27.5 x2.3 down hill tyre.
Other parts are:
Redline hollow point stem, just because I love the name lol.
Micro adjust post with my old faithful Brooks B17.
Dia Comp moto brake lever.
Bars are some cheap eBay moto bars. Have the right look I'm going for.

I'm much happier with the proportions of the frame after the head tube modification. flows much better.

not sure what accent colour to use on the front of the frame at this point? Open to ideas. I was thinking off white, but not sold on it. Rims will be a metallic charcoal finish, but don't think that would suit the frame either.

next job is the rear wheel build and coaster hub modifications.
