A friend just picked this up and asked if I could find out any info on what it is. Does anyone have any ideas?

Don't know but it sure looks like a pre-war bike. Block pedals too. I'd even go so far as saying it might be handmade or ratted together a long time ago.
Search the frame for a serial number, that might give you a clue as to date and manufacturer. The other thing you can do is try removing the paint layer by layer and see if there are any logos or decals underneath whatever is on top.

The guys at thecabe can most likely tell you what it is. Im guessing its a dayton by the chainring and seat. It was originally a 26" wheel bike, but someone cut down some pedal blocks and added them to the fender mounts to lower the fenders. Very ingenuitive.
