-Can you post a pic from the side?
-Can you confirm that it's a 1 1/8" threaded headtube (the quill will be 1" diameter) instead of a 1" threaded headtube (7/8" quill)?
Even with that, I won't be able to pin down the exact year, but maybe get close... As it sits now, I'm guessing re-sprayed, turn-of-the-century. But, yeah, I'm guessing.

I just brought it in and tore it down , looks like it's 1" headset and fork is stamped LUNG I 00SEP - so I'm guessing 2000 correct ? Now it's time to shave off the chain guard tabs and the kick stand and send frame to get blasted .
