Who made this bike and when?

I just picked this bike up tonight. It's been painted flat black and there are no tags on it anywhere! It's got 24X3.0 tires on it and it looks like it was built to have hand breaks. It rides awesome! I'm just tryin to find out the make/model/and maybe what year they made em?

It is a West Coast Chopper bike. Only available at Toys-r-us, if I am not mistaken.
