Will 20" wheels fit my Bratz chopper?

I am seriously new to this, but after seeing sites like this and other sites I have bought myself a bratz chopper to have a bit of fun with and build into something for the summer.

I have been inspired by this digital concept:

Going to do this kind of colour scheme and uncluttered look, but the wheels I have found are 20", will they fit?

I measured it and the distance from the hub to the closest piece of the frame is 11" so im thinking no, as i am looking at these wheels in blue or black

with these tyres:

So will they fit? Or can i get these wheels in 16s?

Sounds like a 20" bike to me. bicycles wheel sizes are based on a theoretical complete wheel, tire included. :|

Oh i see. Sorry for sounding dumb, this is my first project and my bike knowledge is non existent.

So if its a 20" frame, which i believe the bratz bikes are, then 20" wheels will fit, and when im looking at 20" wheels, 20" actually refers to the total diameter including the tyre?
