I am trying to fit a lay back seatpost with 13/16 od into a seat tube with 13/16 id and 1" od. It is a 63 Schwinn cruiser that sat outside without a seat for over 20 years. Are my measurements off? Any help would be greatly appreciated!

Any suggestions? Thinking about using some kinda long brush to run down the seat tube. Or maybe PB Blaster and a rag?
Well I finally got it! Used some coarse sandpaper and a long rod to sand out the seat tube. There was a bur that was catching on the seat post.
