The front supports are termed as 'trussrods'. The 'blade' style forks of the day, had quite a bit of flex to them, the trussrods were used to provide extra ridigity (for jumping off of curbs, and such).
This thinking is the exact opposite of a 'springer' used to absorb a bump. Trussrods helped in preventing fork damage when hitting a bump (cheaper, non-mechanical solution too).
