Lol, Ive never done a kids bike but there are lots of little kids that come with their parents to the Shiny Side Up bicycle show in a few weeks. Since it was free Ill probably just strip it and do something very simple and then sell it at the show for like $50 or something. Make a kid happyHa! a mini build...

That's what I was leaning towards. Only thing is it will be a lot more difficult.... I guess I was just thinking lazyI would put them directly into the panels for a cleaner look. Just me though...

If the tank panel was a single sheet, I would suggest doing the louvers on separate smaller panels and mounting them with some standoffs as an added dimensional detail. But I think you said that the tank panels are already going to be dimensional, so no standoffs. You could still rivet them on.
