Yeah, the shape of the pan and construction of chassis are distinctly Persons from what I've seen. Here's one like yours:

I wont argue you, you have a more extensive collection and knowledge, I guess Im actually happier its Persons, Matches my Reflector Bezel [persons 219]

What I don't know could just barely be squeezed into Yankee Stadium, but from what I've seen Westfield bikes of that era often used Persons seats.
