It looks like you are missing some pieces from the hub assembly. Attached a pic of SA 3-speed. It works off a SA shifter.

Weird. Looks like the same one for sale on CL.

Check the weight limits. Most minis have rider weight limits. And, generally, minis are not worth quite as much as regular 20 inchers, since us adults can't ride em with out bending them all up. :wink:
